ftp server recomedations?

I'm looking for some recommendations for a good ftp server
I'm currently using Quick and easy FTPServer
from http://www.pablovandermeer.nl/
It's ok but seems to have trouble in passive mode
with some (not all) clients
I'm running windows ME
I'd like to be able to set upload/download permissions
for each folder rather than by user if possible

FileZilla Server might work.

I have good experience with GuildFTP. Also a very
famous server.
