Are there FTP capabilities within the .NET framework?

I need to download an XML file for processing from an FTP
site using C#.

No, there is no built in ftp client.

There is no standard implementation of FTP protocol supplied
with .NET Framework, but there are a lot of custom implementations
of protocol itself and pure FTP client components also.

Can't you just load the XML document directly from the web?

xmldoc.LoadXML("http://...")
