FTP in local network

I have 2 Windows 2000 Professional pc at home.
How do I create a FTP account in one pc so that the other pc can use that
FTP account to do file transfer?

I know I can just use Windows Explorer to copy and paste file but I want to
use FTP for practice.
 
I did install by going to Control Panel - Add Remove Program - Windows
Components

What should I do to set the root directory of the user to say, c:\temp ?
How do I create a user/password for that ?
 
ftp is a servece that is managed by IIS. After you have installed IIS, use
the IIS manager to create and manage the ftp server. IIS = Internet
Information Service. (Web Server)
