FTP error message?....

cant access the FTP server. Can ping the address, but cant telnet to it.
When in ftp> and type open and the address, it states "connection refused"
Any suggestions? Could this be a dns issue? Please help.

Sir or Madam,

Next time please spend a bit longer on your post. You've included almost no
information. Would it be right in saying that you are trying to connect via
ftp to a host, but are unable to connect - or - are you trying to telnet to
a host and issue FTP commands? Please explain what you are trying to do -
(with a copy and paste of errors).

Too many possibilities to simply guess at. If this is the FTP Server built
into IIS you may want to ask in an IIS group. Be prepared to explain exaclty
how the FTP Server was setup. Simply saying "it doesn't work" isn't going
to be enough information to go on.
