I have 2 domain controllers, and i have been having issues
with the group policies on the domain. I have found that
my FRS service is not working. The service is started on
by DC's. I put a test.txt file in the MY DOMAIN.COM (DC1
\sysvol). It should have replicated into the DC2\sysvol
folder but it has not.

How do you test the FRS service to verifiy it's working or
not? Is there a buit in utility with W2k server / AD
server ?

TIA

I have cross-posted this response already.

If SYSVOL is not replicating then it is not strictly a group policy issue.

The easiest way to test if replication is working is to do what you just did
by dropping a test file in where replication actually takes place. For
SYSVOL that would be anything under \\<dc>\sysvol\mydomain.com.

What events are you seeing in the File Replication Service event log on both
servers?

Assuming all the dependencies are working, DNS and AD replication, a quick
way of fixing it might be using the steps in the following article:

What service pack are the machines at? Ideally we would want them at SP3 or
SP4.

A netdiag and dcdiag (in the Support Tools directory on the Windows 2000 Cd)
from both domain controllers may give you some clues as well.
