Hmm, let's see. FRS errors say that replication is having problems:

Usual (most common cause) is your ISP's DNS addresses are in your IP
properties (DCs and clients). All you machines MUST ONLY USE your own
internal DNS. Clients too or other issues WILL occur.
Now that out of the way, if still having problems and the DCs are separated
by WAN links, I would then take a look at:
1 SRV records exist under your AD zone name
2. No router modifications to MTU settings or H.323 settings.
3. All DNS servers have a copy of the AD zone name.

If not, please elaborate on your network topology and config (sites,
subnets, routers, VPNS, etc) and also please post:
1. An unedited ipconfig /all from your original DC
2. An unedited ipconfig /all from the new DC
3. An unedited ipconfig /all from one of your clients
4. The AD DNS Domain name (as it shows up in ADUC)
5. What service pack is on these machines
