FrontrPage drag in File Size Limit

I just posted that I got the error when dragging files from Windows
Explorer to Frontpage:

"An error occurred accessing your FrontPage web files. Authors - if
authoring against a web server, please contact the webmaster for this
server's site. WebMasters - please see the server's system log for
more details."

I tested numerous file sizes, and found that anything 1 MB or below
can be dragged into FP without any problems. But anything above 1 MB
will result in that error message. This is with FP2000.

when publishing and I have a file over 1 MB, I just
ftp that file rather than publishing and it works well.

I do mark the file in FP so it does not get published.
