FP2003 appears changed the text color of the Bars theme from white to
black. SInce I have a preexisting site that the client likes, I am
happily customizing the theme to match the old standard.

I am into Theme|Customize|Color|Custom tab. There I happily have gone
through each item, banner, horizontal navigation, vertical navigation,
and quick hyperlinks. The Preview shows all my changes, but..
although there is preview for "Global Navigation Buttons", there is no
drop-down item for me to select.

Oops! Seems like an unwanted software anomaly to me.

Until SP1 or the FP2004, can anyone tell me what to brute-force edit
to get the white text?

The global navigation button's font color is only customizable by doing this:
1) Theme | Customize | Text | More Text Styles...
2) Look for .mstheme-topbar-font in the list of CSS selectors.
3) Click Modify...
From there you can change the color.

That did it. Thanks.
