frontpage2002 error

Does anyone one know why or howto fix a Sharing Violation
in frontpage 2002? I get it when i am opening a new web
page. Its happening on multiple computers so I know its not
just localized. Also the user running the program is a
poweruser.. do you need higher permissions? thanks for
your help.
