Why are some commands in Frontpage disabled (dimmed), unusable? For instance,
the command "Publish Web" under "File" menu cannot be used.

It normally means you have not created a web and do not have the web open,
just a page.

Open the web you want to publish.
file > open > web.

I had some hair clippers awhile back and had the same problem... until I
grew some hair. I dunno, it's late, and I'm tired. But something tells me
you have a similar problem. Are you bald, by any chance?
