You need the Media ActiveX control and Windows 2000 or Windows XP.

The Internet zone security levels on your computer must be set to Medium, or if your
Internet zone security levels are set to High, the Microsoft Office Online Web site
must be listed on your computer as a trusted site.
To add the Microsoft Office Online Web site to your list of trusted sites:
On the Tools menu in Internet Explorer, click Internet Options, and then click the
Security tab.
Click the Trusted Sites icon, and then click Sites.
Clear the Require server verification (https:) for all sites in this zone check box.
In the Add this Web site to the zone box, type http://office.microsoft.com, and then
click Add.
Click OK twice.

If you think you have the ActiveX control, in IE, tools, manage Add-ins, be certain
the control is enabled.

You don't. Create a local disk based web and practice there. You can preview
in your browser on your computer or you can upload to some place on the
internet where you have hosting.That can be someplace like your ISP provided
space or you can buy a domain and arrange commercial hosting depending on
your needs.

For practice I'd suggest using whatever space your ISP provides. If they
don't offer FrontPage Server Extensions just follow the instruction in the
FP help files for using FTP to publish along with the information such as
the ftp info, userid and password your ISP or host provides.
