Can I use FrontPage 2003 with MySQL, PHP, and a Content Manager (content
manager for the end user...I'll maintain adminstrative control with the
rest)? My web host accomodates all of these. I just want to be certain
they're all compatible with one another before I jump in bed with this
combination. Thanks.

You can with MySQL and PHP,
- see http://www.microsoft.com/frontpage/downloads/addin/searchresults.asp?s=A&c=php&x=17&y=9
but the Content Manager interface w/ FP depends on the Content Manager requirements
PS
there is a PHP "content manager" available from http://contentseed.com/
