Frontpage Web Templates

I am trying to import a web to my local machine. The web was built using a
dynamic web template. However, when I import the web, the template does not
work and it allows me to edit areas that should not be edited. Does anyone
know how to fix this issue?
 
If possible you should Publish the web (not import it)

I have done this and still get the same results. I tried opening the web
directly from the server and it also does not appear to have the tempaltes in
place and working correctly. It will allow me to edit anything on the page.
 
To edit the non-editable regions of a DWT controlled page you open the DWT page controlling the page and edit it (the update
affected pages)

The problem is I don't want to be able to edit certain areas. I created the
web and now want to hand it over to the owner. They will take over updating
it. However, the reason I created a template was to protect the formatting
of the web and only allow them to edit one area. When I work on the web on
my local machine the areas cannot be edited. When I publish them to the web
and then publish again to their local machine, they can edit any region they
want and this is whagt I am trying to stop.
 
The DWTs are not supported by FP extensions nor prior version of FP, so the page content will be
editable.
