Google your question. It's been discussed here many times. I'll give you one
thought... The learning curve is much steeper with Dreamweaver. It's also
much more expensive. Dreamweaver has capabilites that FrontPage doesn't have
and many more 'third-party extensions'.

Some of the answer depends upon your background...but the one that is
"better" for you... cannot be answered by anyone but you :-)

Often stated as "fact" and previously I'd agree but I am not so sure when
comparing FP2003 and MX 2004 or DW8.
 
Here's the truth. If you know HTML and CSS, the learning curve with either
if relatively flat. The ramp will depend on the specific needs of the
learner more than the characteristics of the authoring system, I think.
