Frontpage/Sharepoint Designer Restore Website

I backed up a site with Frontpage and I cannot get it to restore to the
website. I have tried all the help files and searched the internet, In
sharepoint designer it says I should go to the site menu, choose
administration, and then restore, but even in Frontpage this option is grayed
out. Is there any way to obtain the files without using Frontpage? Can I
just restore the files to a file system on my desktop? Am I doing something
wrong. At this point I don't care where it is restored to, a file system,
etc. I would really like to restore it to the frontpage enabled site it came
from.
 
FP doesn't have a backup function. With FP you publish the site between locations.
