FrontPage Server Error

User is trying to publish updates to her site and gets the following error:

Microsoft FrontPage
server error: The page <page name> has been modified by <user> on <date>
<time>. The date/time displayed does not match the date/time on her file and
she has verified that she doesn't have that file checked out. How can she
resolve the issue?
 
She does not have an option of clicking Yes. Only "OK". When she clicks on
OK, the publishing process stops.
 
If using Document check out/in in the online site in FP turn it off, & publish again
