Does Frontpage have the capabilities designing a piece of artwork that can be
saved as a pdf for routing and then incorporate the changes into the artwork
after an item has been routed?
 
FrontPage is a web design tool. You need an image editor to graphics, and
which one will depend on what your ultimate goal is.

The actual goal is to have 'fake; artwork edeveloped in-house that would have
all the data and images needed to create a retail packaging box. Right now
we spend a fortune on routing proofs to for packaging and the agency is
amazing, but my pople want to nit pick every detail.
