frontpage cannot parse when inserting bookmarks

All of a sudden on my FrontPage 2003 website (locally) when i try to make a
link in one page to a bookmark in another page, as soon as i click the
Bookmark button i get this error:

"Microsoft FrontPage could not open this file or could not parse a file of
this type."

The files are all regular .htm files created in FrontPage. FrontPage has no
trouble opening them. Even when they are already open i get this error. When
uploaded to my ISP they display fine.

It doesns't matter which link i try to do this with or which page i try to
link to the bookmark.

I was able to do this successfuly in this site for months. All of a sudden
it stopped working. What could be causing this error?
 
Further info which may help someone diagnose this:

I don't get this error in any of my other web sites.
I don't get this error when i create two brand new pages and create a link
to a bookmark.
If i type the "#bookmark" in the hyperlink dialog box (without using the
Bookmark button), it works just fine.

I'm totally mystified by this.
 
I think i found what the culprit is:

<?xml version="1.0" encoding="utf-8"?>

at the very beginning of the file.

If i take that line out, everything is fine. Can FP 2003 not identify that
as valid?
