frontpage 2003 won't recognize my microsoft office 2003

I have Microsoft Office 2003 for small businesses and when I try to load my
Frontpage 2003, it says that I do not have Microsoft Office on my computer
and to load Microsoft 97, 2000, or XP - all of which are earlier versions
than what I have. Is there something I'm doing wrong?

Office 2003 isn't a qualified product to upgrade from to FP 2003.
You will need a full version of FP 2003 if you don't have one of the
products that qualify as something to upgrade from.
It is mentioned on the box precisely which programs you can upgrade
from.

You need a previous copy of Frontpage to install the upgrade (which I assume
is what you're doing). MS Office is not a qualifying product for the
Frontpage upgrade edition.
 
Also, it states on the box very plainly "Upgrade" so you would not have
purchased it by mistake if it wasn't your intention to buy the upgrade.
