FrontPage 2003 Layer Question

I have created a dwt with banner, footer and editable region between. In each new page created using the dwt I need to insert photos and text boxes. I can make this work by inserting layers into the editable region, but the new layers are not listed in the layer format pane. The layers are inserted into the code and I can modify them there, but HTML is not my strong suit. Am I doing something wrong? TIA! Sandra
