FrontPage 2002 will not install with OfficeXP. Why not?

I have Office XP pro installed and working. Actually, reinstalled on a new
machine but FrontPage 2002 Upgrade will not install. Why not?
 
FP upgrades require you have a prior version of FP (not just Office) installed
- if you have one insert the CD for the prior version when asked for the location of a qualifying product
