Frontpage 2002 leaves files open?

I think I experienced this in previous versions, but I can't be sure.
Here's the deal...

I'm revamping my website. So I start a new page in FP's editor. I open a
current page in the editor, copy the text or whatever I need out of it, then
close it. I paste in what I need to the new page, do my thing with it, etc.
When I go to save it, I want to save it with the same filename as the old
page I copied the stuff out of. Fontpage won't let me because it says I
can't do that with a page that's currently open. But it's not open. It
was, but it's not now. I don't recall at the moment, but I don't think I
can even delete the original page in folder view for the same reason... FP
thinks it is still open in the editor.

The only thing I can do is save the new page with a different name, exit FP
completely, come back into FP and open the web. At that point I can then
delete/rename/whatever.

Why does FP think the page is still open when it's not? Is there anything I
can do to get around this. It's really tedious when I have several dozen
pages I'm going to have to do this dance with.

It's a bug. I know of no way around it.

Open a second instance of FrontPage and copy from one FrontPage instance to the other.

Even better, create your revamped web in a different web, then open two instances of
FrontPage with "new web" open in one and "old web" open in the other.

Start FrontPage, File > Open web > old web

Start FrontPage again, File > Open web > new web.
