Frontpage 2002 hotspot add image or mouse over or flash

I built a web page from a picture so I had to add hot spots for links. I need
the links to blink or I could add some buttons I made but the buttons loose
their rotation when I make a composite in picture it. Any ideas on how I
could get links to stand out?

One solution - though not perfect:
Make the picture a background image for a table, and use the table cells
to locate the buttons over the background.
