FrontPage was discontinued several years ago. You might find a copy on Ebay (beware of fraud), or an expensive copy on Amazon.com

The replacement for FrontPage is Expression Web - a free trial of Expression Web v3 is available from www.microsoft.com/expression, and upgrade pricing is available (around US$89)

Or there is the free SharePoint Designer, which is based on Expression Web v1 and includes SharePoint bits, is free from http://office.microsoft.com/en-us/sharepointdesigner/FX100487631033.aspx
