Front Page Shared borders

I've followed all of the instructions that I can find to enable shared
borders including checking the Authoring Shared borders selections in
tools/page options. I am running a stand-alone PC with a single user. The
Server tools selection is also greyed-out. I'm not sure what to do at this
point to enable the option. I've used them in the past on a previous version
of FP. The install of FP2003 was a clean install, not an upgrade of a
previous version.

Did you open a site (not a page) to apply the shared borders to?

Tools Server is only available when you open an online FP site under the FP SE and if your host allows it
