Front Page isn't recognizing my internet connection

I can't upload my site changes all of the sudden. I have to ftp because I
have a site through Freeservers. The other day, I uploaded my changes, now
Front Page won't recognize my connection so it won't load up.

What makes you think this? What behavior, error messages, etc., are you
observing?

When I'm connected to the internet , my PayPal buttons are there, when I'm
not, I have x's. Right now I have x's whether I'm connected or not. When I
try to publish to web, I get the following error:
An unknown WinINet Error occured (code 12163)
 
That's because you don't have the Paypal images on your machine, until you
connect they're just broken links.

Are you able to access the web through your browser?

The complete error message will be helpful, but it sounds like you may
have run out of space on your server.
