I'm using front page to design a website, I used one of their photo gallery
templates that allows for thumbnails to be compiled in a line with two arrows
on either side to scroll through. When I publish the site, this function
works in internet explorer, but not in other browsers. In firefox or safari
the thumbnails become one long line without the arrows. I'm using frontpage
2003. please help!

That layout is only supported in IE browsers.

The FP Photogallery is unfortunately not cross-browser compatible. There are
several galleries that are. You can download a trial of Expression Media
which has a number of gallery templates, see
http://www.microsoft.com/expression/products/overview.aspx?key=media

Another one I've used is 'Web Album Generator' http://www.ornj.net/webalbum/
which is a free tool.

For any of these you create the album and then import/copy the pages and
images into your FP site.

Take a look at JAlbum (freebie).
