Front Page 2003 and frames

When doing a link to from a frame to another or even another page, and
chosing that the default resuylt as the whole page rather than the from
where the link was requested, it sometimes works and sometimes does not. I
have to changed the default multiple times before it will work. On my
latest page it still will not work (see below)

Is this a bug in Front page? It's annoying as hell and results in the
behaviour on this page:

in following the links on the left hand side e.g. "Narrative" it brings up
that particular frame instead of the whole page which I had chosen as the
default. sometime it brings the result up in the same frame from which the
click is made.
When I go back to fix the link it has changed to another setting; this
happens time and again.

In the hyperlinks dialogue, go to the "target" options and choose the
frame's name that you want to load the (linked) page into.

e.g. if you have the link in your "top" frame and you want the page to load
in the "main" frame, then you have to set the target="main" through the
hyperlinks dialogue. (Choose "Target Frame" (or similar wording).

The "default" setting is New Page - it's not a bug in the application.
