Front Page 2002 messing up

I am useing front page 2002 to build web sites and i changed servers with one
of my sites and ever since the pages will not load right. Please take a look
at www.freeportflorida.gov and see. I am useing frames and it appears to me
that the frames are loading within its shelf. I have tried every thing i know
to fix this problem but can not get it fixed. Someone please help me. If you

You have several opening <body> tags. That is illegal html and causes
the repeat you see. Remove all but one.
