Free or not free ? Many of the packages designed
to edit/burn DVD videos can read an AVI and export
it in a variety of other formats.

One just need to remember that with the non-pro version of TEMPEnc,
the ability to export to MPEG2 is limited to, I think, 30 days. Still,
the MPEG1 output is good enough for my (non-dicriminating) tastes.
