It drives me wild to have the menus come up only half there, then pop to
full with or without a down arrow. I want to see every option in every drop
down file every time without waiting or navigating. Is this God's way of
telling me to retire and move to New Zealand?

Right click on the task bar and select properties. Select Start Menu and
then Customize. De-select Use Personalized Menus.
