If you need it frequently, install the IME (how, that depends on your
Windows version).

If you need it just sometimes, use alternate keyboard input (on the
numeric keypad):
· Alt+0224 = à
· Alt+0225 = á
· Alt+0232 = è
· Alt+0233 = é

You can also copy-and-paste from the Windows Character Map.

Or use a 3rd-party product such as http://www.shortkeys.com/lite.htm
 
Or simply change your keyboard language to include English International.

Does anyone know how to put an accent over the letter e?
 
Add the French keyboard in your Regional and Language options under control
panel. Switch to the French keyboard when you type, the number 2(@) key on
the keyboard is é for French keyboard.
