I think the more general case would be in the hidden branches under this key:
HKEY_CURRENT_USER\Software\Microsoft\Protected Storage System Provider
and perhaps related to the Protected Storage service

Unfortunately I have not found any newer information which explains how the new
Protected Storage service would relate to this. E.g. perhaps you would have to stop it
first before attempting a similar operation to what the article describes. In particular
though I have always been concerned that no mention has ever been given about EFS.
If this service has *anything* to do with the Encrypting File System and encrypted files
are being used I think *deleting* that entire branch would be the last thing that anyone
should try doing.
Hmm... here's something newer but it still doesn't ease my concern for EFS users.
