is there way to realise a function like EXCELs
window/freeze pane within a scrollable panel of a website?

No, you will have to build this in using javascript or you can look into
automating excel client side using the Office Web Components

Use cascading style sheets in conjunction with <div></div> tags to keep any
section of your page from scrolling.
