I'm looking for Windows software that will convert Unicode Japanese
characters into standard Romaji, ideally any of the three systems
(Hepburn, Nihon-shiki, and Shin-kunrei-shiki). Does such a freeware
application exist? (Or even a Web page that does this?) I want to convert
song titles from Japanese to English characters, see. Thanks much.

I think the freeware word processor "JWPce" may do what you want.
Its help file (downloadable separately) says it allows romaji input
and reads and writes many file types including Unicode.

Unfortunately, conversion into romaji involves knowing the proper
readings of the phrase - there's no way to automate it without writing
an engine that truly understands the Japanese language, and the closest
attempts are likely to be positively Babelfishian.

That said, assuming you're familiar enough with the language to read
kana and pick apart phrases, your best results will be by spending some
time with a dictionary (for online use, I recommend Jeffrey's, located
at http://www.solon.org/cgi-bin/j-e/jis/dict), or by locating the CD the
song is from on an English-language site that carries Japanese discs
such as http://www.cdjapan.co.jp or http://www.amazon.com .
