Freeware to change folder icons

For the system-wide folder icons, go to its Folders screen. To change
the icon for an individual folder, go to its Directories screen and
change from there. Folder icons often do not show up as changed until
after you reboot.

Your computer may already have , that comes with your OS.
Right click on that folder/choose properties/change icons
 
To change individual folder icons, there's Nirext, which is really
tiny:
