I've set XP to startup with icons in the lower-right taskbar. However, the
one I use most (volume control) always loads up on the far right, and I'd
like to have it all the way to the left for easier access.

Is there a program (or a Windows setting) that will allow me to do this?

Do you mean that you dont want volume control to load in system tray by
clock , but rather on the taskbar by the start button?.In w98 (i imagine xp
too) you can open control panel>multimedia and untick "show volume control
on the taskbar".Then open your windows folder (i belive it maybe system32
folder in xp) and make a shortcut from sndvol32.exe to desktop. Then just
press shift and drag the shortcut to the left taskbar.

No, what I mean is, the volume control icon is directly to the left of the
clock in the taskbar. I have a lot of icons in the clock-taskbar area (CPU
temps, zonealarm, AVG, weather temperature, etc). What I'd like to do is be
able to manually arrange them. I'd like the volume control to still be in
the clock-taskbar, but to have it on the left as opposed to the right.

Take a look at Traywizard at http://www.traywizard.com/ , from their website

quote
With Tray Wizard you can:

- Launch your favourite applications from tray menu.
- Use fixed order of icons in tray.
- Remove icons that are not in use.
- Show/hide icons using predefined key combination.
- Minimize windows to tray or tray menu rather than task panel.
- Manage session/power state of your computer.
