Short Answer:
Use Slide Show Movie Maker (SSMM) from

http://www.joern-thiemann.de/tools/index.html> to make the AVI movie
file. Then use VCDEasy (the freeware release) from

http://www.filemirrors.com/search.src?file=VCDEasy_v1.1.5.2_Setup.exe>
to burn a the VCD disk.
Long Answer (warning: contains references to PAY software):
SSMM stopped working for me after two days. You need to set the codec
each time you generate the AVI and it started giving me a strange
error message instead of giving me the list of codecs. I tried
writing to the author but never received a response. I finally gave
up and purchased Proshow from <
http://www.photodex.com>. This program
can actually create a VCD all by itself. But, I wanted to combine the
slide show with clips from my video camera so I use a movie making
program to put them all together and create a new AVI which I burn
through VCDEasy. I am currently learning how to create a menu system
so I can include different movies on one disk.
