Freeware For Licensing, Serial Number Generation, Etc. ?

I am finishing a freeware program this month that will allow for the sports
officials to track their payments, games officiated, expenses etc. This is
a real problem in the officiating industry. Actually, the freeware will
work for any independent contractor with a little tweaking.

I am looking for a fairly sophisticated program that will generate a
license based upon some identifier (name and MAC address perhaps) so that
one and only one install be made per official per machine. I intend to
support the software but don't want to support every umpire, referee etc in
the Universe so copies, in the beta run, will be limited.

It would be nice if the license tracking/key generating software could
index relevant information (email addresses, names etc) and be able to
interface so that upgrade notices, revisions etc could be distributed via
email.

Any thoughts?

There already exists a shareware version for those who do the scheduling. I
am releasing a new version that is geared to the independent contractor
since there are thousands of them who get shafted each year when umpires
and other sporting officials have to rely on the Schedulers to keep records
of thier games/pay.

I don't mind spending the time to write (pay to have written) the program
to help these folks out but if I am coming out of pocket, I want to get
copies out, track the users responses, update, track etc etc. It's either
that or release the software with no tech support. I am kind hearted but
I'm not the Red Cross.

There will be, ultimately, several thousand users.
