Freeing up space on Server boot drive

Good Day,

We have a three servers that is running Windows 2003 (No SP yet) The boot
and system partition are the C drive which has a 10gig capacity but I am now
down to 3.5gig free. I have cleaned up what I can and I noticed that I have
a lot of directories with the $ in them in the windows directory. I am
aware that they are from the windows updates that I have been doing since
late 2003. If I delete some of these folders from 2003 and 2004, I know I
can get back some space. So here is my question

Is it safe to delete these folders?
Is there a tool that will remove them and any registry entries if any,
cleanly?

Don't delete the $hf_mig$ directory as this is a general distribution
release store. The others are hotfix and service pack uninstall routines. If
you're sure you'll never need to back down then you can delete them. You can
delete the keys for them from;
HKLM\Software\Microsoft\Windows\CurrentVersion\Uninstall
or use the Add/Remove Control Panel applet to remove the entries.
