Freeing up port 1099

Im trying to run an agent that requires me to have port
1099 open. I have a software called TCPView to see what
ports are taken and port 1099 is being used
by "system:8". I cannot kill this process from within
this TCPView software is there another way I can stop this
process from running?

Search the Internet for a tool called fport from FoundStone. This will be
able to help show which exe us using the process. If you still get system,
then start stopping services until you find which one. Once you find which
one, then you can add the port as a reserved port so you app can use it.
