Freeing up Disk Space

My primary Hard Disk totals 40 Gigabytes. Partition C is
about 16 Gig with about 24 Gig on D Partition.

While I can only total-up "maybe" 11 gig of total usage
(that is, by adding up ALL the folders) Windows Explorer
tells me I have less than 2 Gig available on C Partition.

What happens to the the 3 or 4 gig difference - Is it
used for virtual memory or something? Whatever, I'd like
to have more space availble on Partition C. Suggestions?

BTW: I have another internal drive with 80 Gig Capacity -
Could (and can) I utilize THAT disk as my primary drive
and safely move all the software brains to that other
Drive and, presumably, have 2 40 Gig partitions?

An update:
I found that I had nearly 5 Gig in the PageSys file.
I cut down the (?) swapfile to 1000 on C Drive and 5000
on D(partition) and G Drive respectively.
Freed up about 4 Gig on the C drive where I needed it.
Don't know whether this is best treatment but seems to
have worked with no ill effects.

Have you ever tried FolderSizes (http://www.foldersizes.com/)? Allows
you to immediately (and visually) see how the disk space on your
system(s) is being used. The thing even works over networks.

Makes the process of finding things like this much, much, much easier!
