These stats are kept in the Windows Registry. If you are familiar with
backing up registry files, here are the keys you would need to back up and
restore once you reformat and reinstall:
HKEY_USERS\<Your individual user ID
here>\Software\Microsoft\Windows\CurrentVersion\Applets\FreeCell - All

To find this key, search your registry for "freecell". You may find this
key in HKEY_CURRENT_USER, but this version is a dynamic key that changes
depending on which user is logged on. If you want to back up the stats for
multiple Windows users, continue searching through the registry for each
user in HKEY_USERS that has
\Software\Microsoft\Windows\CurrentVersion\Applets\FreeCell.
When you go to restore these keys after reinstall, you will need to check
your user ID(s) in your new registry and possibly edit the regkey(s) you
backed up with your new user ID(s) to properly restore this.
If you are not familiar with backing up your registry, Microsoft Support

information about "HOW TO: Back Up, Edit, and Restore the Registry in
Windows XP and Windows Server 2003". Look specifically at the sections on
how to Export Registry Keys & Restore the Registry Keys, and also how to
Edit Registry Keys if you need information on how to do that.
Please remember that any work in the registry has the potential to seriously
affect your system, so follow the steps exactly.
