I am looking for a free speech (MP3 or even wav) to text tool.
If it can be programmed, please any hints

That is a very difficult programming task.
I am pretty sure that there are no such programs for speech in general.

What you can do is to make a computer understand a number of special
words spoken by a certain person.

It involves detecting certain frequencies and timing sequences.

Each person pronounces a certain word differently, that is why it is so
difficult to recognize speech for people in general.

A search on google for "speech recognition programming" gives 385 links.
You can start by studying those links.

Just for the h*ll of it I also entered "speech recognition freeware" and
expected no hits at all, but to my surprise I got 70 hits.

Are you referring to the First Amendment? Why would you want to turn free
speech into anything else?
