One of my XP computers has a second drive (200GB) that is reporting 90GB
free and 88GB used. The problem is there is only 30GB of data on the
drive. I have run chkdsk, defrag, Norton Utilities, SpinRite, and
BootItNG. None reports an error, although at one point, chkdsk /f said
there was 61GB of bad sectors, which is not true. System Restore is
turned off, and the Recycle Bin is empty. What is the problem with this
arrangement? I've spent quite a bit of time with Google trying to find
an answer, but I have not succeeded.

Chkdsk /f no long reports 61Gb of bad sectors?

Well, use disk management to check the drive to see what it shows.
(Control Panel>Admin Tools>Computer Management>Disk Management)

Then use something like SequoiaView to see where the space might have
gone. http://www.win.tue.nl/sequoiaview/

That's likely the problem, it keeps it own recycle bin.

Some serious problem there.

How do you know that?
