free, relatively smal and easy photo editor to make website graphigs?l

I am looking for a program like Paint Shop pro, only 90% smaller and
easier, and simpler too. Main purpose is to make some gif and jpeg
-graphics to web sites: buttons, text in pictures, text-logos etc.

Irfan view is quite good in correcting and manipulating photos but
poor when it comes to graphic creation. Vicmans photo editor is
crippled and Gimp too big...

My copy of Paint Shop Pro is now collecting dust on a shelf, it's that
good.
 
That is amazing, it has really many options and they are simple to
handle yet powerfull. And it is amazingly small also!
