KNOPPIX is everything you are looking for. Operating system plus
software built in. ex. word processor, Internet browser, games and so on.

Operating system runs straight from the CD. Partition manager is built
into setup if you would like to install on a hard drive.

Works well. Not Windows but KNOPPIX GUI is very close to a Windows
environment and FREE!!

The os I use is slackware, which is free. www.slackware.com, you can get it
as iso images from ftp://ftp.kpn.be/pub/linux/slackware/slackware-9.1-iso/
download the four .iso files (the others are checksums for these). It
includes the cfdisk partitioner, which will either delete your existing
partition or make partitions in free hard drive space. If you want to keep
data from your windows partition you'll need to resize it using Zelep's
partition resizer. www.cadvancedap.com/Zeleps/ for that. Then boot from the
first slackware cd burned from the iso image, run cfdisk, go down to the
"free space" and go add, make a partition taking up all but 512mb of the
free space, then add another to fill up this 512mb. Change the type of this
partition. (select it and go type) to 83, then choose write to write the
partition table. Then run setup, select addswap and the rest is
self-explanatory.

Visit www.linuxiso.org for a huge selection of Linux distros.
And yes most distro's do come with a bootloader and a partitioning tool
