Free/Busy Data Slow to Appear or doesn't Appear

I am running Exchange 2000 with all the latest updates and the clients are
Outlook 2002. More often than not, when a client schedules a busy or out of
office appointment, the free/busy information does not update immediately
when someone else tries to schedule an appointment etc. Sometimes it takes
a minute, and other times it can take 15 minutes or longer for the free/busy
data to populate for the other user, indicating that the first person is busy
or out of the office. I have used the /CleanFreeBusy switch to no avail.
Any help would be appreciated.

It's not supposed to update immediately. What is the update every xx option
set for in tools, options, calendar, free/busy options?
