fraudulant link

Hi,

I told my brother that when you use the mouse and hover over a link on a web
page, that the link that is displayed is NOT NECESSARLY the actual link that
it will go to and that unscupulous types can trick you and send you to web
page that you might think is the real page. For example:
iamGoingToGetYourMoney.com posing as wellsfargobank.com.

He disagreed and said that the link that's displayed IS ALWAYS the link you
would go to. Who is correct?

I also think that displaying a different link than the actual destination
has a name. Please tell me what this is called. No not "fraud" etc but a
specific name.

Can an IP address is displayed by itself be spoofed (not IP address plus a
name)?

For example if I hover over a link and see:

http://220.249.101.206

can that actually send me to "hacker.com"??

notice when you do windows update and the first page is
microsoft.com then it changes to v4windowsupdate.microsoft.
some reroute the search and you may not notice.
microsoft has servers to support their web based stuff and
the site you see may be a mirror with the .microsoft look.
