I have FP 2002 on a Win98 machine.
I create a new web using a wizard - completely straight, and no input or
amendment from me.
It looks fine in Normal view, but all th egraphics disappear and I just see
outlines with that little red cross in the corner
Viewing with IE is just as bad.

Something fundamental I am missing??

Thanks, Eleanor - nice tutorial, and I understand all that.
But that's not quite my problem:
I have only used Microsoft's FP wizard. It generates no pictures - just lots
of graphics for the buttons etc according to some sort of theme or style or
wochcallit. These show very prettily in Normal view, but disappear down to a
plain rectangle with the little red cross, when I click on Preview, or
Preview using Browser.
It seems to me that it is axiomatic that something generated by FP itself
should function fully, at least until I start meddling!

I'm no expert, but I've found that some problems not unlike this seem to go
away when you publish a web (try publishing to a folder on your hard disk).
You may find the "Preview in Browser" does the trick, as well. FrontPage
doesn't appear to sort out all its paths until the "publish" stage, which is
when it translates relative paths to suit the eventual destination.
 
With your FP web/site open save and close all pages, then run a Tools Recalculate Hyperlinks and select your home page to File
preview in Browser

Many thanks to Stephan and to Philip.
Good advice from you both , but not effective -- no change. I still only see
the graphics within FP 'Normal' view
Sorry chaps, but I fear there is something wrong, so I re-installed the
software, again without any change.

Have you tried applying a different theme, to see if this is a corrupt theme
related issue?

Also make sure you have a web open (File Menu | Open Web) whenever make
changes to your content.

in FrontPage: help/ detect and repair.
you may need to run through the wizard again to make a new web. it sounds
like components of the theme you're applying aren't there.

then I have tried most of the ten templates offered, all with the same
result.
Things seem to be OK if I just create an empty web then add my own pictures,
buttons, and other small graphics. However, I should like to understand how
the built-in FP template/wizard facilities work, and I should like to be
able to use them!

Did you also try
1) In Windows Explorer Find and delete all FP Temp Files
2) In Windows Explorer Find and delete all hidden *.web files
3) Run a Repair / Reinstall on Internet Explorer
- see http://support.microsoft.com/default.aspx?scid=318378
4) Install all Service Packs for your OS, IE, and MS Office
5) Verify you have the latest video driver and directX for your OS
